食品伙伴网讯 2019年7月，农业农村部发布第194号公告，决定停止生产、进口、经营和进口部分药物饲料添加剂；2019年12月，农业农村部发布第246号公告，自2020年1月1日起，废止仅有促生长用途的药物饲料添加剂等品种质量标准，仅保留20余种兽药允许用于饲料中，大部分抗生素被禁止用于饲料。于是，部分具有药用价值的天然植物原料进入饲料企业和养殖户的视野，并受到格外的关注，但在生产实践中，天然植物原料的使用也出现了较多的合规性问题。食品伙伴网饲料合规服务中心将对此类问题进行梳理和解析。

哪些天然植物原料是可以使用的？根据农业部公告第1773号《饲料原料目录》及其增补公告，饲料中可以使用的天然植物是目录中7.6部分所列举的植物，共118种。由于《饲料原料目录》是正面清单，因此，除了目录中列举的植物之外的植物都不允许用于饲料中。需要注意的是，目录中列举的118种植物不仅包括可用的植物种类，还包括植物的可使用部分，例如当归，根据其特征描述，可使用部分是伞形科当归属植物当归的干燥根，又例如杜仲，可使用部分是杜仲科杜仲属植物杜仲的干燥树皮，因此，当归的茎叶和杜仲的叶或根，是不允许使用的。

Only more than 20 types of veterinary drugs are allowed to be used in feed, and most antibiotics are prohibited from being used in feed. As a result, some natural plant materials with medicinal value have entered the field of view of feed enterprises and breeders, and have received special attention. However, in production practice, there have also been many compliance issues with the use of natural plant materials. The Feed Compliance Service Center of Food Partner Network will sort out and analyze such issues.

What natural plant materials can be used? According to Announcement No. 1773 of the Ministry of Agriculture's "Catalogue of Feed Raw Materials" and its supplementary announcements, the natural plants that can be used in feed are the plants listed in Section 7.6 of the catalogue, totaling 118 species. Due to the fact that the 'Catalogue of Feed Ingredients' is a positive list, plants other than those listed in the catalogue are not allowed to be used in feed. It should be noted that the 118 plant species listed in the catalog not only include available plant species, but also the usable parts of plants, such as Angelica sinensis. According to its characteristic description, the usable parts are the dry roots of Angelica sinensis, a plant belonging to the Umbelliferae family. For example, Eucommia ulmoides, the usable parts are the dry bark of Eucommia ulmoides, a plant belonging to the Eucommia ulmoides family. Therefore, the stems and leaves of Angelica sinensis and the leaves or roots of Eucommia ulmoides are not allowed to be used.
